The Municipality of Santo Tomas under the leadership of the multi-awarded Local Chief Executive, Engr. Severino C Carbonell represented by the MADAC Focal Person Ms. Judy R. De Guzman and MLGOO VI Ms. Iszel O. Guray during the awarding, proudly receives the Balangay Seal of Excellence from the Philippine Drug Enforcement Agency (PDEA) in collaboration with the Department of Interior and Local Government (DILG) successfully declaring all 24 barangays as drug-cleared under the Barangay Drug Clearing Program.

This prestigious award was conferred during the Awarding Ceremony of the RICAD 2nd Quarter Meeting and IDADAIT Celebration 2025 held in Laoag City, Ilocos Norte.
